Prevention & Education Services for Businesses


Drug-Free Safety Program

Bureau of Workers’ Compensation Drug-Free Safety Program (DFSP) offers a premium discount to eligible employers for implementing a loss-prevention strategy addressing workplace use and misuse of alcohol and other drugs, especially illegal drugs. It is available to help employers more effectively prevent on-the-job injuries and illness by integrating drug-free efforts into their overall workplace safety program.

Who is Eligible for the DFSP?

Only state-fund employers may receive a discount. This includes all organizations who pay insurance premiums to the Bureau of Workers’ Compensation.

Two Levels of Training

Basic Level DFS Training

Employers are eligible for a 4% Workers’ Compensation premium discount as long as they satisfy all Basic Level requirements:

  • Accident analysis training
  • Online accident reporting
  • Work safety review
  • Annual report – basic level
  • Safety action plan – optional
  • Written DFSP policy
  • One hour employee education and a one-hour annual refresher course
  • Two hour supervisor education and a two-hour annual refresher course
  • Must provide drug testing
    • Pre-employment
    • Reasonable suspicion
    • Post-accident and return to duty

Advanced Level Training

Employers are eligible for a 7% Workers’ Compensation premium discount as long as they satisfy all Basic Program requirements plus two Advanced Level requirements:

  • Must submit a Safety Action Plan (DFSP-5)
  • 15% of all Employees must be randomly tested each year

Cost of Services

$150.00 per hour

This price includes all services required for complete Drug Free Safety Program implementation, including:

  • Consultation
  • Supervisory training
  • Employee training
  • Program implementation
